“とすること” is very commonly used in Japanese writing, but is difficult to literally translate to English, as English lacks a phrase which is equally ambiguous but which can be used in technical writing. As such, it is important to evaluate the context and select an appropriate phrase which properly expresses the intent of the Examiner. The phrase “本願請求項Xに係る発明とすること” commonly appears in Office actions, so in this case, “...arrive at the invention according to claim X” is a preferable translation.
